Bug Description

octavia-worker-container-puppet.yaml's host_prep_tasks section includes packages named python2-* which doesn't work on distros which do not have python 2.n versions of these packages. Should instead be python-[].

well.. I should rephrase that.. ussuri is migrating to centos-8. It's not clear what the schedule is for train
