intermittent timeout in promote-consistent-to-tripleo-ci-testing job - "combination not found in RHEL"

Looking at [2] this is definitely not happening consistently... last one I could find was at [3] from the 4th October

This is actually working as designed.. if the lastest hash found in centos-7 is not found in rhel8 then we skip rhel8 and just continue w/ centos7
