Headers and footers no longer appear in upstream logss

The current upstream logs seem to have lost some of the functions of the old logs. Compare

Note that you can no longer sort the columns or reach the parent directory.

<clarkb> One idea I had was that if log dirs contained a special file (README perhaps) then the dashboard js could render it in the log browser view
<clarkb> this would be similar to how the old footer with apache mod auto index worked
<clarkb> basically special file that the index renderer adds to the index

    add the log README back to the base log dir

    The footer was removed from the logs.
