[rdo periodic jobs] RDO periodic pipeline is stuck blocking promotions.

The RDO periodic pipeline seems to be stuck at [1] - the "openstack-periodic-master" is at 68 hours at time of writing. The last time any of the master (also queens/stein) periodic promotion jobs ran is the 16th (and still running apparently) see [2] for example.

Promotion blocker if ever there was one.

chatting with fbo on irc - he has removed the pipeline from the queue ... rather than manually restarting it we'll wait for the next run to kick in hopefully we should get at least one today
