[rdotrunk][rhel8] missing packages pacemaker/pcs/pacemaker-remote from rhel8/rhui repos during image build

as tracked in [1] and using the rhel8/rdotrunk delorean repos at [2] there are packages missing - pacemaker/pcs/pacemaker-remote , during openstack overcloud image build - command and trace like:

fixed by new rdo-rhui-2.1-1.noarch.rpm thanks to apevec
