Overcloud deployment fails with ERROR: The Resource Type (OS::TripleO::Services::PlacementApi) could not be found

Looks like we slipped PlacementApi service accidentally in the ControllerStorageNfs role in Stein as well ... needs to be removed from there

    Remove incorrect use of PlacementApi in ControllerStorageNfs

    Looks like we accidentally added a service we didn't want in Stein
    for the ControllerStorageNfs role.

This issue was fixed in the openstack/tripleo-heat-templates 10.6.0 release.
