sriov host config running in container when it should not

Bug Description

The SR-IOV host configuration code is being executed from the SR-IOV tripleo base profile which is wrong.

FWICT the code is also properly executed on the host as long as it is in the appropriate services list.

Do not invoke host config in agent config

The SR-IOV agent config was pulling in the host configuration which is
incorrect and will not work under certain conditions.
