tripleo-quickstart failing due to python-pip

Description of problem:
quickstart.sh $VIRTHOST -R stein fails due to inability to find python-pip

Version-Release number of selected component (if applicable):
master

How reproducible:
Tried on two different hosts running CentOS 7.6 w/ same results for Stein

Steps to Reproduce:
1. clone tripleo-quickstart git repo or curl quickstart.sh
2. run --install-deps
3. attempt to install tripleo stein
4. fail :/

Actual results:

installer dies early after failing to find python-pip with yum:

install_package_deps_via_bindep
python-pip
Loaded plugins: fastestmirror
Loading mirror speeds from cached hostfile
 * base: mirror.dal10.us.leaseweb.net
 * extras: mirror.dal10.us.leaseweb.net
 * updates: mirror.dal10.us.leaseweb.net
No package python-pip available.

Expected results:

Installer deploys a stein undercloud

Environment:

[trilliams@node2 ooo]$ cat /etc/redhat-release
CentOS Linux release 7.6.1810 (Core)

[trilliams@node2 ~]$ git branch

Nothing elaborate, just system disk

didn't get that far :/

Additional info:

locally tested bugfix with manual edits to bindep.txt seems to work as expected.

Reason: With nobody tracking this is better to abandon it but I think that EPEL not being supported explained it better.
