Need ability to specify multiple search domains

Bug Description

When deploying in an environment where we are deploying into a subdomain, we need the ability to specify multiple search domains to be added to /etc/resolv.conf.

The ability to do this was added in https://review.opendev.org/#/c/651824/

This needs to be backported as far as queens.
