FFWD: Launching an instance post upgrade when Nova services are running on a different role than controllers fails

FFWD fails to run on computes as service nodes don't get placement deployet.

Root cause is detection of bootstrap node works only on controller0 and not per role in deployment steps.

    Deployment: Properly pick bootstrap node per role

    Previous logic for identifying bootstrap node results in broken
    deployments where bootstrap tasks have to run also on other node
    than just controller-0. This fix is queens only.
