More deps needed on Team and repository tags in tripleo-quickstart

Maybe a bit picky but --install-deps misses git gcc and possibly others ( make etc )
the page states
"The quickstart defaults are meant to “just work”, so it is as easy as downloading and running the quickstart.sh script."

But it is just not - hence this bug.

Reproduce by spinning up a vm with Centos7.6 and running bash quickstart.sh --install-deps

    Fix --install-deps bindep for quickstart.sh

    bindep is not being called on --install-deps argument.
    Now it downloads bindep.txt and calls bindep install.
