rolling_update.yml fails in ceph-update-run.sh

This command to perform an update to Ceph (Luminous) with Rocky:

openstack overcloud external-update run \
    --stack overcloud \
    --tags ceph 2>&1

Results in Ansible 2.6 failing during fact gathering with symptoms of:

 https://github.com/ansible/ansible/issues/43884

This is probably a result of nested SSH'ing and until we can move Rocky to Ansible 2.7 we could keep things running with Ansible 2.6 by using ANSIBLE_GATHER_TIMEOUT=60 when ceph-ansible rolling_update playbook is run.
