nfs_snapshot_support can't be configured for tripleo_nfs backend

While snapshot feature in cinder nfs backend is implemented in Ocata[1],
tripleo did not allow the option to be confgiured in tripleo_nfs backend for a long time.

In current master and expected Stein the patch which adds options to configure the said
parameter in cinder was already merged.[2][3]

It would be useful if we can backport them also to Queens and Rocky, as we can properly
configure the parameter to use that "long existing feature".
