    The Fedora-28 promotion jobs require a promotion-testing-hash-stein
    release file for the stein pipeline.

    Use fedora28-stein dlrn path for periodics

    The periodics release file for fedora stein was merged at [1] but dlrn
    url does not include stein, this review add stein suffix.
