f28: tempest failure due to outdated python3-tempestconf

Bug Description

We have 11 test failures on fedora 28 which are not a happening on centos-7 and seem to be caused by a bug that was already fixed in python=tempestconf-2.1.1 but fedora uses the python3-tempestconf-2.0.1 which does have this fix.

tempest.lib.exceptions.Forbidden: Forbidden
Details: {'code': 403, 'message': 'Only volume-backed servers are allowed for flavors with zero disk.'}

A) how to get new rpm
B) how to avoid similar regression, where fedora-28 rpms are not getting the fixes.

https://trunk.rdoproject.org/fedora/current-tripleo/ is quite old (February 1st), to the tempestconf version included there is old. We have a newer python-tempestconf pacakge built already in RDO Trunk for Fedora.
