octavia image raw format forces NovaEnableRbdBackend

Bug Description

The only way to currently set the amphora image type currently is to set `NovaEnableRbdBackend` to true. This removes flexibility as it is wished to have a 'raw' image type without having nova on an rdb backend.

    Adding configurability to the amphora image format

    By adding parameter `OctaviaAmphoraImageFormat`, it adds flexibility to
    select amphora image format without forcing to use the use of
    `NovaEnableRbdBackend` parameter.
