Hi,
OVN has it's own implementation of DHCP so it does not rely on the Neutron DHCP agent and it should be disabled by default in the Heat templates*.
So I think those tests could be skipped in case the OVN mechanism driver is being used.
** The only exception for the moment is the baremetal-to-tenant use case which still relies on the Neutron DHCP agent (deployed along side with OVN) to be able to PXE boot the baremetal instances. There are some work going on in OVN upstream to enhance the DHCP implementation to also support that case in the future.
