build-containers job in gates are failing to build opendaylight

OpenDaylight fails to build container as seen at:

http://logs.openstack.org/08/638108/11/gate/tripleo-build-containers-centos-7/5e4f858/logs/build-err.log.txt.gz

This failed at gate so marking it as alert.

https://nexus.opendaylight.org/ is currently down. Slow, times out. The container build job is unable to build opendaylight container because it can't get the repo information from the site.

Pretty sure we can remove opendaylight from Stein
