cannot read directory for multi: /var/lib/image-serve/v2/

Bug Description

When replace docker-distribution with apache image-serve with, it seems that we randomly hit permissions errors:

[negotiation:error] [pid 26486] (13)Permission denied: [client] AH00686: cannot read directory for multi: /var/lib/image-serve/v2/

And the Ansible task fails to finish, therefore the Undercloud doesn't deploy:

    image-serve: add httpd_sys_content_t type to image_data_dir

    This type is needed so IPtables can read and write in the image-serve
    directory, apparently needed when building containers.
    Also fix the mode, to be quoted:
