paunch failed when no builder to apply

Bug Description

The newly released paunch failed on Heat-Agents's gate [1]

The reason is because we didn't build builder and call builder.apply() in [2]

    Keep the old paunch behaviour

    After paunch started to check for container commands
    docker-cmd heat-agent unit tests broke. heat-agents
    uses fake container cmd tool to test the hooks. Let's
    keep it backward compatible.
