container build check job failing with healthcheck/keystone not found

Root cause that I can see

Job when running kolla is using tripleo-common from source but tripleo-common installed in the container images is older than that.

    Revert "Add backwards compatible keystone healthcheck link"

    This is blocking promotions, had a typo. [1] is already promoted and is
    in current-tripleo repo, so reverting this patch.
