'include_tasks' is not a valid attribute for a Play in scenario009 openshift CI job

Bug Description

https://review.openstack.org/#/c/612592/ was merged while scenario009 was failing.
Now scenario009 is broken.

2019-01-22 06:16:29,780 p=1 u=root | ERROR! 'include_tasks' is not a valid attribute for a Play

The error appears to have been in '/var/lib/mistral/overcloud/openshift/playbook.yml': line 42, column 3, but may
be elsewhere in the file depending on the exact syntax problem.

The offending line appears to be:

# initial install
- include_tasks: "/usr/share/ansible/openshift-ansible/playbooks/prerequisites.yml"
  ^ here

    Fix openshift playbook import

    I4aa8055fe800723b3e140f8232c9e41e769e11f3 wrongly replaced 'include'
    with 'include_tasks' in openshift and kubernetes templates and broke
    their deployment, resulting in an ansible error:

      ERROR! 'include_tasks' is not a valid attribute for a Play

    Use import_playbook instead.
