baremetal ML2 mechanism driver is not enabled when deploying ironic in the overcloud

Bug Description

When support for routed provider networks and Ironic was added in tripleo the mechanism driver was only enabled for the undercloud.

The ironic service template should override the NeutronMechanismDrivers parameter to add 'baremetal' mech driver.
