Standalone upgrade doesn't upgrade the packages inside the master container.

Bug Description

Hi,

similar to what has been done in https://review.openstack.org/#/c/621517/ we need to upgrade the master containers with the latest and greatest bit. Currently we only takes delorean current and that miss the current patch inside the container.

This is no big deal for tht review because that package get updated on the host, but for components related review (nova, neutron, ...) that are containerized it means we're missing the patch entirely.
