third part gate for python-tripleoclient for stable/rocky fails due to not finding instack-undercloud

Instack-undercloud was retired for stein but should still be available for rocky. A backport patch for python-tripleoclient is failing on these two gates:

Closed as wontfix because it doesn't happen anymore and not sure on what fixed it.
