Image upload promotion job not uploading undercloud.qcow2

Image upload promotion jobs are not uploading undercloud.qcow2 image to image server, Only overcloud and ironic-python images are uploaded to https://images.rdoproject.org/<release>/rdo_trunk/current-tripleo/, Jobs are resulting SUCCESS even if undercloud.qcow2 image is not pushed.

So job tries to access config/release/tripleo-ci/promotion-testing-hash-master.yml which no longer exists at https://github.com/openstack/tripleo-quickstart/tree/master/config/release/tripleo-ci, new location for these files is https://github.com/openstack/tripleo-quickstart/tree/master/config/release/tripleo-ci/CentOS-7

This needs to be fixed at https://github.com/rdo-infra/review.rdoproject.org-config/blob/master/ci-scripts/tripleo-upstream/convert-upload-undercloud.sh#L60
