Bug Description

Since https://review.openstack.org/#/c/615601/ - we now run the online data migrations with Podman but it can't work because the upgrade_tasks run before the migration from Docker to Podman.

So we need to partially revert this patch (keep the container_cli ansible var export which is useful for other tasks), however, we'll have to run Docker CLI for these tasks.
