The problem occurs because cinder is not being correctly configured, and that happens because puppet-cinder is using deprecated cinder configs that were recently removed from cinder (see [1]). The fix involves updates to puppet-cinder [2] and puppet-tripleo [3] to use the correct cinder config names.

    Handle deprecated cinder iSCSI parameters

    Cinder removed support for some previously deprecated configs, which
    in turn required an update to puppet-cinder. This patch fixes the
    parameter names used when creating puppet-cinder resources to not use
    the deprecated names.
