undercloud install should rm /etc/os-net-config/config.json if the initial install fails

If the initial undercloud install fails, we should probably rm /etc/os-net-config/config.json automatically. If it fails due to a networking issue, more than likely it's user error or configuration error.

It's possible the user could get stuck by a pre-validation based on what it's in that file, which could be bad data.

For example, my install attempt was failing with:

Changing the local_ip is not allowed. Existing IP: 192.168.0.21, Configured IP: 192.168.0.21/24

I had already updated my undercloud.conf to fix my user error, but then the validation failed based on the previous wrong version of /etc/os-net-config/config.json. rm'ing that file allowed me to get around the validation.
