Move Cisco Nexus ML2 Mechanism Driver to the Composable Role Model.
This is similar to 1704853 except this is being done specifically for the Cisco Nexus ML2 Driver.

Hi Emilien:

It's definitely related. Sandhya and I discussed that we should have different files.
One file for UCSM ML2 Driver and another for Nexus ML2 Driver. These are
different services but can also be used together. We will be testing separately for
each device. Do you think this is the wrong approach?
