Bug Description

Java options like heap size configuration needs tweaking for large scale deployments. Allow customizing those values from TripleO.

Add provision to specify java arguments to ODL

    puppet-opendaylight will configure these values
    in ODL. Corresponding puppet-opendaylight patch is
