PublicVirtualFixedIPs not set correctly in oooq deployment without --tags all

Reproduction steps:-
bash quickstart.sh -R master-tripleo-ci --no-clone -e undercloud_memory=7192 -e control_memory=8692 -e compute_memory=6500 $VIRTHOST

ssh -F ~/.quickstart/ssh.config.ansible undercloud
bash overcloud-deploy.sh
source overcloudrc
openstack image list <<- Fails with SSL Error

Expected Result:-
overcloud should work with SSL

Actual Result:-
Openstack Commands Fails with SSL Error

Reason is http://git.openstack.org/cgit/openstack/tripleo-quickstart-extras/tree/roles/overcloud-prep-config/tasks/main.yml#n9 step is not executed(but required) without --tags all, tag overcloud-scripts need to be added to the task.

    Add overcloud-scripts tag to network env task

    Missing parmeter PublicVirtualFixedIPs at network env have to be there
    without --tags all.
