RFE: execute standalone deployments on libvirt using centos or fedora images

Ensure the standalone deployment [1] is usable outside of the upstream CI system.

In order to ensure that standalone deployment continues to work for developers and qe it is important to test outside of nodepool on basic libvirt systems.

This RFE is to request coverage for a centos based deployment of the standalone workflow. This RFE also covers an experimental job to use the standalone deployment with a Fedora28 image. Running both the CentOS and Fedora28 version of the standalone will help developers iterate on python3 and RHEL8 deployments of tripleo.

I hope, containerized execution of quickstart.sh might alleviate some pains associated to the subject issue, as well as reduce the entry barrier for new quickstart and tripleo adopters.

    standalone support for quickstart on libvirt

    This patch adds the settings required to run the standalone tripleo
    deployment on libvirt nodes in ci.centos.

    This enables both centos7 and fedora28 based nodes.

    For backwards compatibility reasons "standalone" points to centos7 and
    standalone3 points to fedora28 (which will probably be replaced by
    centos 8 once available).
