We need to disable temporarily tempest-all to bootstrap cloudsig builds. Now it's fixed with https://review.rdoproject.org/r/15595. I see the package in current consistent:

Do we need to revert the repo_bootstrap packaging change or should we leave it as it is and close this issue?
