legacy-tripleo-ci-centos-7-ovb-3ctlr_1comp-featureset001-queens job is constantally hitting NODE_FAILURE multiple times from patchset 57 [https://review.openstack.org/#/c/567224/57].

NODE_FAILURE means nodepool failed to bring a node online to ready state on RDO Cloud. There is no outage on the RDO Cloud also.

As per discussion with Paul on #rdo channel, we need to check the status of nodepool-launcher nodes and why it is happening.

It is a tracker bug for the same
