OS_VOLUME_API_VERSION should include appropriate microversion

Bug Description

The overcloudrc file sets OS_VOLUME_API_VERSION to a baseline value ("3") that does not include any microversion info. This limits the CLI tools to a subset of Cinder's features. For each release, the OS_VOLUME_API_VERSION should be set to the highest value supported by that release.

    Include microversion in OS_VOLUME_API_VERSION

    Include Cinder's API microversion in OS_VOLUME_API_VERSION. This ensures
    CLI tools have access to the latest Cinder features.
