Tempest setup(tempestconf) failing while creating role with Error:- Duplicate entry found with name Member

Bug Description

After [1] Tempest setup is failing while creating Member role.

Keystone roles are not case sensitive, both "member" and "Member" are same. Review [1] is creating a role with name "member", while tempestconf and puppet-ceph(other's using keystone_role) tries to create a role with name: "Member". This results in creating the role with Error:- Conflict occurred attempting to store role - Duplicate entry found with name Member

We need to handle the case sensitivity of roles while trying to create it.
