Remove packages races with disable services in upgrade_tasks

Bug Description

In example job log http://logs.openstack.org/42/575742/3/check/tripleo-ci-centos-7-containerized-undercloud-upgrades/7ad556b/logs/undercloud/home/zuul/undercloud_upgrade.log.txt.gz#_2018-06-15_16_53_53 we can see the services cannot be removed after the package had been uninstalled.

To fix that, errors should be ignored, when removing packages and stopping services
