We have some initialization commands (e.g. ansible update) in UpgradeInitCommonCommand: https://github.com/openstack/tripleo-heat-templates/blob/e64c10b9c13188f37e6f122475fe02280eaa6686/environments/lifecycle/upgrade-prepare.yaml#L18 But this doesn't seem to take effect when we use deployed-server environments.
