Bug Description

Looking at:

https://logs.rdoproject.org/openstack-periodic/periodic-tripleo-ci-centos-7-singlenode-featureset027-master/f3733ad/undercloud/var/log/extra/docker/docker_allinfo.log.txt.gz,

it shows that fs027 is using a mixed set of containers - most of which are pulled from docker.io/tripleomaster as opposed to trunk.registry.rdoproject.org/tripleomaster

Compare with fs001, where *all* containers come from trunk.registry.rdoproject.org:

https://logs.rdoproject.org/openstack-periodic/periodic-tripleo-ci-centos-7-ovb-3ctlr_1comp-featureset001-master/790a8c8/undercloud/var/log/extra/docker/docker_allinfo.log.gz

All promotion job should use trunk.registry.rdoproject.org/tripleomaster containers.
