Overcloud deployment failing on docker-puppet configuring cinder

We're testing master in RDOPhase2 (so a full baremetal setup), and the overcloud deployment is failing with errors related to docker-puppet and cinder.

Specific errors in the logs are:

2018-06-05 18:08:55 | "2018-06-05 22:08:34,759 ERROR: 38256 -- ERROR configuring cinder",

And

2018-06-05 18:08:55 | "2018-06-05 22:05:50,448 ERROR: 38259 -- Failed running docker-puppet.py for cinder",
2018-06-05 18:08:55 | "2018-06-05 22:05:50,448 ERROR: 38259 -- standard_init_linux.go:178: exec user process caused \"text file busy\"",

Full logs are here [1], can't say right now if this problem is consistently happening or it's a race.
