[queens promotion] rdo2 OC deploy fail: /usr/share/openstack-tripleo-heat-templates/deployed-server/scripts/enable-ssh-admin.sh failed

Logging this bug to track investigation.

env E configs were edited to match fs001. The env E jobs are passing on master but not Queens.
The overcloud deploy failure is:

2018-06-04 11:46:49 | ssh: connect to host 10.12.150.136 port 22: No route to host
2018-06-04 11:46:49 | /usr/share/openstack-tripleo-heat-templates/deployed-server/scripts/enable-ssh-admin.sh failed.

as shown in the log below:

We have seen this error before as logged in https://bugs.launchpad.net/tripleo/+bug/1750874.

Need to investigate why this is coming up again in the Queens baremetal job.

marking as high and not critical as the job is not in promotion criteria as of now but it should be
