This bug is to track down the problem. | The server that runs our promoter scripts are taking too long due networking performance issues that were causing the promoter to stall out when tagging images. This could be related to DNS but has not been fully root caused. Since Friday evening (2018-05-25) we have been running a promoter instance on a machine managed by Matt Young (halcyondude) until we can resolve the issues in our tripleo-infra tenant of RDO Cloud.
