Tripleo-upgrade repository is missing the stable/ocata branch and zuul is downloading master by defaul. So the steps to upgrade the undercloud from queens to master are being applied into Netwon to Ocata undercloud upgrade, which are not correct. They are missing the manual services stop as stated in the documentation:

The best option would be to remove this job from running in stable/ocata, considering its EOL is pretty close, the amount of work needed to create a tripleo-upgrade stable/ocata branch is not really worth, IMHO.
