Its passing again. Was broken for about 3 hours probably while the tripleo-common patch was merging

https://review.openstack.org/#/c/568347/ fixed it, we just needed a new tripleo-common package which didn't land until 2018-05-16 18:56:58 according to the build logs. This cleared up any jobs running after that time.
