netwon update fails with "couldn't get the live value of the neutron agent"

Hi,

during a newton minor update, we get that error during converge:

       We couldn't get the live value of the neutron agent,
       please contact support. at
       /etc/puppet/modules/tripleo/manifests/profile/base/neutron.pp:77 on
       node overcloud-compute-0.localdomain\u001b[0m"

       and same error for nova agent: We couldn't get the live value of the
       nova agent, please contact support. at
       /etc/puppet/modules/tripleo/manifests/profile/base/nova.pp:97

    [Newton Only] Fix getting live value of nova/neutron during update.

    In Ieb92ff161d1684c214382c5eb6b5949efc3fe75c we collect the current
    value of neutron and nova host parameter.

    It appears that we introduced a syntactic bug that was undetected
    in the test environment.

    This fixes those issues.
