tripleo-upgrade tries to check cinder-volume running on all controllers

After a minor update, tripleo-upgrade checks whether containers are running on the hosts. For cinder-volume (and i assume other A/P services), it checks that the container is running on all hosts which have the cinder-volume image, which is not correct. It should check that the service is running on one of the nodes which have the image.
