Overcloud deployment (config download/ansible type) fails with missing output at enable-ssh-admin

When deploying on master, the Overcloud deployment fails and is missing heat output (although it does report CREATE_COMPLETE). Upon redeploy manually it seems to work and the proper output is displayed.
