Incorrect default value in Cinder db purge cron config

Bug Description

Support was added in [1] for configuring Cinder's db purge cron parameters. But, the default CinderCronDbPurgeAge value is 0, and that's not correct. It should match puppet-cinder's default value, which is 30 [2].
