undercloud-containers: loading the default plan fails

Bug Description

Trying to run 'openstack overcloud plan create overcloud' fails on the CLI. This is because the Mistral workflows try to load the plan from /usr/share/openstack-tripleo-heat-templates which doesn't exist within this container.

    Add tht to mistral_executor (for plan create)

    This patch adds the openstack-tripleo-heat-templates package
    to the mistral_executor container. This resolves issues in
    importing the default plan when using containers for the
    Undercloud.
